Compton Hill Historic District

Ordinance 56768 (B.B. No. 9)

An ordinance to amend the Zoning Code of the City of St. Louis, including the District Map 1960 by designating a certain area bounded by Grand Avenue on the west; the centerline of I-44 on the north; an alley east of Nebraska Avenue and an alley west of Jefferson Avenue on the east; an alley south of Shenandoah-Victor on the south; and more fully described in the body of this ordinance as a Historic District to be known as the Compton Hill Historic District and providing for a development plan including standards t o be applied within the district and land use controls and zoning regulations; containing severability clauses and an emergency clause.

WHEREAS, the preservation, protection and enhancement of buildings, other structures, parks and items of natural or artificial phenomena located within a district impart a distinctive aspect of the City of St. Louis by serving as a visible reminder of the historic architectural and cultural heritage of the City; and

WHEREAS, the district herein described as the Compton Hill Historic District has architectural and historical value which should be preserved for the people of the City of St. Louis and the State of Missouri; and

WHEREAS, Chapter 914B provides for the creation of historic districts and sets out the necessary procedures to be followed in establishing such a district.

Be it ordained by the City of St. Louis as follows:

Section One. Pursuant to and in accordance with Chapter 914B of the Zoning Code of the City of St. Louis, Historic District, the area set out below is hereby designated as a Historic District to be known as the Compton Hill Historic District and shall consist of the area described as follows:

Beginning at the point of intersection of the east line of Grand Boulevard with the south line of Victor Street; thence eastwardly along the south line of Victor Street a distance of 109 feet 7 inches, more or less, to a point; thence southwardly along a line parallel with the east line of Grand Boulevard, a distance of 128 feet, more or less, to the point of intersection thereof with the north line of a 15 foot wide public alley; thence eastwardly along said north alley line to its point of intersection with the west line of Arkansas Avenue; thence northwardly along said west line of Arkansas Avenue, across all intersecting streets and alleys, to its point of intersection with the north line of the 15 foot wide east-west public alley in City Block 1443; thence eastwardly across Arkansas Avenue, along a diagonal line to the point of intersection of the east line of Arkansas Avenue with the north line of the 20 foot wide east-west public alley in City Block 1440; thence eastwardly along said north alley line to the point of intersection thereof with the east line of Tennessee Avenue; thence southwardly along the east line of Tennessee Avenue to the point of intersection thereof with the north ine of a 20 foot wide public alley; thence eastwardly along the north line of said alley to the point of intersection thereof with the east line of a 20 foot wide public alley; thence southwardly along said alley a distance of 4 feet 6 inches, more or less, to a point; thence eastwardly and parallel to Shenandoah Avenue to the point of intersection thereof with the west line of Louisiana Avenue; thence northwardly along the west line of Louisiana Avenue to a point, said point being 125 feet south of the south line of Shenandoah Avenue; thence eastwardly along the north line of public alleys in City Blocks 1436, 1435, 1432, 1431 and 2081 to the point of intersection thereof with the west line of Nebraska Avenue; thence north along the west line of Nebraska Avenue to the point of intersection thereof with the north line of Shenandoah Avenue; thence eastwardly along the north line of Shenandoah Avenue to a point, said point being 99 feet 6 inches east of the east line of Nebraska Avenue; thence northwardly and parallel with the east line of Nebraska Avenue to the point of intersection thereof with the north line of a 20 foot wide public alley; thence eastwardly along said alley to the point of intersection thereof with the west line of a 20 foot wide public alley; thence northwardly along said alley in City Block 1377 and its prolongation through City Blocks 1377 and 1356 to the point of intersection thereof with the north line of a 20 foot wide public alley in City Block 1356; thence eastwardly along said north alley line in City Blocks 1356 and 1355 to its point of intersection with the west line of California Avenue; thence diagonally southeastward across California Avenue to the point of intersection of the east line of California Avenue and the north line of a 20 foot wide public alley in City Block 1364; thence eastwardly along said north alley line through City Blocks 1354 and 1352 to the west line of a 20 foot wide north-south public alley in City Block 1352; thence northwardly along said west alley line and its northward prolongation to the south alley line of a 20 foot wide public alley in City Block 1319; thence westwardly along said south alley line and its prolongation through City Blocks 1319, 1315, 1314, and 1311 to its point of intersection with the southern prolongation of the west line of a 20 foot wide north-south public alley in City Block 1311; thence northwardly along said west alley line to its point of intersection with the center property line of Interstate Highway 44; thence westwardly along the property line of Interstate 44 to the point of intersection thereof with the east line of Grand Boulevard; thence southwardly along the east line of Grand Boulevard to the point of beginning.

Section Two. The proposed standards to be applied within the district including but not limited to demolition, facades, setbacks, height, scale, materials, color and texture, for all structures and the design details of all fences, streets and drives, street furniture, signs and landscape materials are set out n the "Development Plan for the Compton Hill Historic District" approved by the Community Development Commission, May 23, 1973, and recorded in the Office of the Recorder of Deeds on Book 174M, Page 969, which is hereby adopted and herein incorporated by reference and copies of which shall be filed for inspection in the Office of the Register and in the Office of the Building Commissioner.

Section Three. All parts of the "Development Plan for the Compton Hill Historic District" are hereby declared to be independent parts and notwithstanding any other evidence of the legislative intent it is hereby declared to be the controlling legislative intent that if any part of said Plan, or the application thereof to any property, person or circumstances, other than those as to which it is held invalid shall not be affected thereby and it is hereby declared that this Plan would have been passed independently of such part so held to be invalid.

Section Four. All sections of this ordinance are hereby declared to be independent sections and parts of sections and notwithstanding

Addition of Victor/Sidney Blocks

Ordinance 57737 (Com. Sub. B.B. No. 185)

An ordinance to amend Ordinance 57702, passed November 5, 1978, to include in the Compton Heights Historic District those portions of City Blocks 1319 and 1352 not previously designated and containing an emergency clause.

Be it ordained by the City of St. Louis, as follows:

Section One. Section One of Ordinance 57702 is hereby amended to include an area described as follows:

Beginning at the point of intersection of the east line of Grand Boulevard with the north line of Sidney Street; thence eastwardly along the north line of Sidney Street a distance of 109 feet 7 inches, more or less, to a point; thence northwardly along a line parallel with the east line of Grand Boulevard, a distance of 128 feet, more or less, to the point of intersection thereof with the south line of a 15 foot wide public alley; thence northwardly along the projection of the aforementioned line across said alley to the point of intersection of said line with the north line of said alley in City Block 1444; thence eastwardly along said north alley line to its point of intersection with the west line of Arkansas Avenue; thence northwardly along said west line of Arkansas Avenue, across all intersecting streets and alleys to its point of intersection with the north line of the 15 foot wide east-wet public alley in City Block 1443; thence eastwardly across Arkansas Avenue, along a diagonal line to the point of intersection of the east line of Arkansas Avenue with the north line of the 20 foot wide east-west public alley in City Block 1440; thence eastwardly along said north alley line to the point of intersection thereof with the east line of Tennessee Avenue; thence southwardly along the east line of Tennessee Avenue to the point of intersection thereof with the north line of a 20 foot wide public alley; thence eastwardly along the north line of said alley to the point of intersection thereof with the east line of a 20 foot wide public alley; thence southwardly along said alley a distance of 4 feet 6 inches, more or less, to a point; thence eastwardly and parallel to Shenandoah Avenue to the point of intersection thereof with the west line of Louisiana Avenue; thence northwardly along the west line of Louisiana Avenue to a point, said point being 125 feet south of the south line of Shenandoah Avenue; thence eastwardly along the north line of public alleys in City Blocks 1436, 1435, 1432, 1431 and 2081 to the point of intersection thereof with the west line of Nebraska Avenue; thence north along the west line of Nebraska Avenue to the point of intersection thereof with the north line of Shenandoah Avenue; thence eastwardly along the north line of Shenandoah Avenue to a point, said point being 99 feet 6 inches east of the east line of Nebraska Avenue; thence northwardly and parallel with the east line of Nebraska Avenue to the point of intersection thereof with the north line of a 20 foot wide public alley, thence eastwardly along said alley to the point of intersection thereof with the west line of a 20 foot wide public alley; thence northwardly along said all in City Block 1377 and its prolongation through City Blocks 1377 and 1356 to the point of intersection thereof with the north line of a 20 foot wide public alley in City Block 1356; thence eastwardly along said north alley line in City Blocks 1356 and 1355 to its point of intersection with the west line of California Avenue; thence diagonally southeastward across California Avenue to the point of intersection of the eat line of California Avenue and the north line of a 20 foot wide public alley in City Block 1354; thence eastwardly along said north alley line through City Blocks 1354 and 1352 to the west curb line of Jefferson Avenue, thence northwardly to the centerline of I-44, thence westwardly to the point of intersection thereof with the east line of Grand Boulevard; thence southwardly along the east line of Grand Boulevard to the point of beginning.

Section Two. This being an ordinance necessary for the immediate preservation of the Public Welfare, it is hereby declared to be an emergency measure and shall become effective immediately upon passage and approval of the Mayor.

Expanding the Boundaries of The Compton Hill Historic District

Ordinance 58821 (BOARD BILL NO. 288)

AN ORDINANCE AMENDING ORDINANCE 57702 AND 57737 BY EXPANDING THE BOUNDARIES OF THE COMPTON HILL HISTORIC DISTRICT.

BE IT ORDAINED BY THE CITY OF ST. LOUIS AS FOLLOWS:

Section One. Ordinance 57702 and Ordinance 57737 are hereby amended to include the following area:

Being at the point of intersection of the Centerlines of Grand Boulevard and Interstate Highway 44 thence Westwardly along the centerline of Interstate Highway 44 a distance of approximately 263 feet to the Northward prolongation of the East property line of a lot now owned by Julius and Clara Steinhoff; thence Southwardly to the centerline of a private alley in City Block 2119 thence Westwardly to the centerline of a North/South alley in City Block 2119 thence Southwardly along the centerline of Russell Boulevard thence Eastwardly along said centerline to a point approximately 231 feet West of the West curb line of Grand Boulevard thence Southwardly a distance of approximately 164 feet to the North boundary line of Lots 21 and 22 in City Block 4952 thence Eastwardly along said boundary line and its Eastward prolongation to the centerline of Grand Boulevard thence Northwardly along the centerline of Grand Boulevard to the point of beginning.

Section Two. The passage of this ordinance being deemed necessary for the preservation of the public safety an emergency is hereby declared to exist and it shall become effective immediately upon its passage and approval by the Mayor.
